NAME OF THE PROGRAM

Educational and Technological Supports for the Schools in the rural area of Pabna.

OBJECTIVES OF THE PROGRAM

a)    To start the “Computer Science” course in the rural areas according to the syllabuses of the boards.
b)    To make the technical and modern technology based education and training easier for the students of rural area, especially for the girls and women.
c)    To promote the technological awareness in the common people of the rural areas in our country.

STRATEGY OF THE PROGRAM

a)   Provide computers along with the skilled instructors (teachers) for the schools of the rural area.
b)    Computers will be fully mobile within the program area.
c)    BETS will provide proper training and guidance for the instructors who will be appointed for the schools.

DURATION OF THE PROGRAM

This program will be started from January, 2012 and will be finished for the first session at the end of December, 2014.

MODE OF ACTIVITIES

a)   BETS will establish a computer center in Santhia thana to meet up the teachers’ training activities.
b)    BETS will arrange a “six months’ training course” for the selected instructors.
c)   BETS will select 8 (eight) schools in two thanas of Pabna (Bera & Santhia) to start this course.
d)    It will provide instructors for the schools as their own staffs (one instructor for each school basis).
e)  To meet up its cost, BETS will offer short training programs for the outsiders in various training courses of computer software at the same time with the program of the schools. BETS will use the premises & instructors for that training program without any cost.
f)    Extra incentives will be provided for the instructors by BETS according to the income from the courses for the outsiders.
g)   Students of the schools will get exemption of any type of fees, but the outsiders will have to pay for the courses.
h)   The instructors will get their salary according to the rules and regulations of the Government of Bangladesh through the schools.

Note: Detailed Budget are attached herewith in Annexure -01 to Annexure-04. For the portion of the Budget, Salary Sheet, Btope wants the estimated fund (Annexure-02) for the first year only. From next year our organization will be able to bear this cost. The accounts of the probable income from this program and balance may be shown in Annexure-03 and Annexure-04.

PLANNING SHEET FOR THE PROGRAM

a)      Instructors will be the teachers’ staff of the schools permanently.
b)     Each school will get 5 (five) computers, 1 (one) printer and 5 (five) Type Writers in every alternative month for their practical training. So every school will be able to get computer facilities for 6 (six) months in a year.
c)    Twenty (20) computers will be stationed in the head office of the organization for the teachers’ training course.
d)    One batch will be arranged for each of software training and type writing courses with the outsiders as commercial course after the schooling period.
e)      At end of the program, all computers will be distributed to the schools.

BACKGROUND OF THE ORGANIZATION

The organization, Btope (Belongs to People), had been working under the name of Uzziban Library (Uplifting Library) in various scattered ways such as Library for Entertainment (for reading novels and stories) arranged local games (like Ha-do-do, Daria Bandha, etc.), Tree Plantation, Food, Old Cloth and Medicine Distribution, Eye & Dental Care Campaign, provide medical facilities etc. in the village (Cenchania) from 1986-95.

But for getting the registration number and spread its areas of activities, we have to change the name of our organization to Btope and trying to obtain the Registration Number. We have also participated in seeking affiliation of the Technical Education Board and Bangladesh Computer Council (BCC).

In 1995 we have taken a number of projects the names of which are given beneath:

BETS (Basic Educational and Technological Supports for Social Development), Sasthaya (Health), Bipanan (Marketing), Study Network and BETS' operation has been installed by BTOPE since the last phase of 1995 to train up comparatively less privileged people.

We have also commenced the project activities of Health Force since January 01, 1995. This will be the general health program from June 1996. We are also going to start the project VFFP as the Internet of World View (Bangladesh) which is being funded by the SDC. But we have not been able to get local or foreign fund yet.

On this perspective we hope that within 1997 we will be able to achieve the pragmatic establishment of the above mentioned projects of Btope steadily.

The present Executive Committee of BTOPE is comprised with 9 (nine) executive members and with 20 general members. The proposed Organogram (Body) of BETS will be as below:

TARGETS AND OBJECTIVES OF THE PROJECT

a) To lessen the gap of qualities and existing realities in educational sector between the urban and rural areas.
b)  To make the technical and modern technology based education and training easier for the students of rural area, especially for the girls and women.
c)   To promote the technological awareness in the common people of rural area in our country through proper guidance.
d)    To make the rural people well equipped with modern technological education for the field of competition of searching jobs.
e) To accelerate the private business sector based on modern technology like data-entry firm, assembling firm, TV-Radio-Cassette player servicing center, etc. along with various small farming and small cottage industries.
f)  To find out an educational model for socio-economic development of rural areas, not only for our country,  but also for the third world countries like us.
g) To carry out thorough researches to identify the weaknesses of our education system and eliminate them.
h) To integrate the rural youths in the field of socio-economic development of the rural areas.
i)   To identify the problems and prospect of education in rural areas.
j)    To find out the ways of rural socio-economic development.
k)  To encourage cultural activities in the rural area.
l)    To provide training and guidance to develop the skills in modern technology.
  
MODE OF ACTIVITIES OF THE PROJECT

The target of BETS is to work as a mobile and dynamic center in rural areas of our country. It will provide its training and motivation programs in selected rural areas with comparatively a small working team. The modes of activities of BETS are as below:

a)      It sets up a liaison office in the proposed project area first.
b)   BETS selects most of the schools and colleges of those areas to provide the education programs like computer science, arts & crafts, business management etc. according to syllabus of the Board.
c)      BETS will open also its technological programs for the general people in those areas for a short period with contracts with authorities of the schools and colleges to use their premises.
d)      BETS intends to motivate the educated girls to involve them in the development courses at the grass root level of the rural area by providing proper training and assistance.
e)  It will undertake activities as a research organization to find out the real solutions of the present problems of the society.

PRESENT ACTIVITIES OF THE ORGANIZATION

"Btope" has been performing its operation with Computer Software and Hardware Training since 1994 under the same project name "BETS" at Aziz Super Market, Shahbag, Dhaka with joint collaboration of MicroNets. It has a long time experience to perform the training courses like:

a)   Operating Sytems (MS-DOS, MS-Windows)
b)   Word Processor (Word Perfect, MS-Word, Word Star & Professional Write)
c)   Spread Sheet Analysis (Lotus 1-2-3, Quattro Pro & Excel)
d)   Database Management (dBase, Fox Pro & MS-Access)
e)   Graphical Programs (Corel Draw, Harvard Graphics, Power Point)
f)    Computer programming and languages (like dBase and Fox Pro Programming, BASIC programming Language and C Programming language in Turbo-C).
g)   Several times BETS conducts Hardware and Software Trouble Shooting Program at the same place from 1995. It has a long experience of assembling computers.

TARGET  GROUP

a)   The students of schools and colleges in the rural areas.
b)   The High and mid ranged educated youths, especially the educated women in the rural areas.
c)   The employees/workers of GOs and NGOs working in the rural area.
d)   The distressed women and disabled persons in the rural area.

Its study programs will be fully mobile within the area. But its local office will be established to meet up its requirements to provide full support and for various necessary actions. It also will be a liaison office for its study programs.

The local office will be well equipped with four to six rooms, one telephone set, a fax machine and a photocopier for meeting up its necessities. One Microbus for each field area will be stationed there to supply equipment and personnel for its study centers. Five Computers will also be stationed for long time to meet up some special occasion for the project.

JUSTIFICATION  OF THE  PROJECT

In the context of our socio-economic condition where a large number of young educated people including a huge number of educated female are jobless. They cannot contribute to the socio-economic development of themselves and their neighbors.

Our educational system is based on theoretical courses, not on practical implementation. So, even an electronics engineer knows nothing about the repairing sector of the electronics devices. They do not bother it, because they think that it is not their duty, it only for the uneducated (or lower educated) persons. Our system makes them idle and undone.

If an engineer, even a diploma engineer, becomes familiar with the practical sector of their related field, they may be small entrepreneurs or be small businessmen.

We may look towards another sector of our education system. The persons, who studied with commerce subjects, they also know nothing about the implementation of their learning. Actually our educational system provokes the students to earn certificates by the formal examinations of our systems. So, the students remain in dark as how to apply their knowledge in the specific field of the service or business sector.

In this context, BETS realizes to provide a concrete and functional study method for the students and also for the persons who already finished their formal education life. BETS also realizes that the women's status and power should be increased by provoking and including them in the stream of socio-economic development process. If the women may engage themselves in the earnings, they will be able to improve their miserable conditions in our society. Because only economic power of the women will provide power and status and make them as complete human being as male of our country. Otherwise, they will be found to remain in the miserable condition in the so called restricted society like us and they will be found to remain as preys of the powerful persons of our society.

Not only that, most of the higher- and mid-ranged educated women of our country keep them away from the income generating activities because of our system and lack of opportunities. Our mass people's mentalities also support them to do so. Our countrymen face a terrible problem of taking initiatives. It is our common habit. But if anyone takes the proper steps to push and compile the mass people into any development activity, they response towards that rapidly.

So, BETS counts this matter for the proposed project. BETS also counts another thing that the actual rate of the educated persons in our country faces a stagnated condition for the several long years. Actually this is why the people feel the jobless, even the work-less situation of the educated persons. This prohibits to increasing the rate of educated persons in our country severely. Not only that for the same reason, the condition of dropout of the students is very serious. Table-1 shows the actual figure of the dropout case in the various level of our education system (Source of the Table: Bangladesh Educational Statistics, 1993.).

It indicates a critical trend for our educational systems to achieve the expected result from the education sector and for this problem our development activities face a challenging situation within our country.

BETS considers it as a result of frustration from being jobless persons in the coming years. This frustration produces some critical and unfavorable condition for the promotion of the education, along with the socio-economic development in our society, as:

a)   It prohibits to increasing the number of educated persons.
b)   Majority of the people feel that education is not necessary for performing their socio-economic development activities.
c)   They are afraid of unruly and educated jobless youths.
d)   It also creates an unhealthy situation like drug addiction, hijacking etc. in the country.

Even the mass people are also dislike to send their girls to the school. This causes for the lack of proper education and for their conservatives attitudes (negative attitudes) towards the fruitless modern education of the country. This brings another danger of fundamentalism in our country.

All things of the above are fully justified by BETS and BETS will consider to setting up proper process to help the educated persons to find out their own interested professions with the initiatives of their own.

BETS also finds the urban areas in the country are considerably more well equipped with modern facilities of education than the rural areas in Bangladesh. More than 85% of our population lives in the rural area, but they do not get any modern facilities like the urban peoples. It provokes BETS to adopt the project in the rural area.

The main causes of taking the project to the rural areas of the country are:

a)      Lack of modern educational facilities in the rural areas. Hence, the gap of the education system and qualities between urban and rural areas are increasing day by day tremendously among the rural youths.

b)      Hence the jobless situation is more wider that the urban. So, the jobless and work-less youths of the rural areas are gathered in the urban area, mostly in Dhaka city.

c)      The better half of the population, that is women of the rural areas remain jobless and status less in those areas. There is no sector to absorb the educated youths, including educated women, of the rural area. Thus they (the women) are becoming easy prey to the reactionary and fundamentalist group of the rural areas.

d)      BETS feels to lessen the gap between  urban and rural livelihood by providing skill development programs and by providing the correct directions  and assistance to build up and strengthen both the micro- and macro-economic activities in the rural area.

e)      A large number of Govt. employees and NGO workers are working in the rural area. But there is no skill development centers for them in the rural area. So, BETS holds it also as a powerful point to take the project to the rural area.

f)       There is another target to provide training for the actual poor, especially for the distressed women and handicapped persons to make them involved in the income generating program.

g)      BETS is going to take the same project for the tribes at the same time in the Hill Tracts area. Because, the tribes are less educated and disadvantaged people in the country.

So, BETS expects a tremendous impact of the proposed project on society, educational systems and on the socio-economic development processes of the country. It will surely provide a dynamic force to shake our traditional society to engage in the development process. People will be very active for achieving the goal of the life of prosperity.

Our educational system will also be a dynamic section of providing proper education to the students, based on practical works. The research works of BETS will change the educational system from theoretical to pragmatism.

BETS also expects that the rural youths will be able to engage in the socio-economic development process by acquiring knowledge and by direct guidance of BETS. The women will also be able to participate in the socio-economic development process. For the project, the small businesses like data-entry and composing firms, computer training institutes, electronics and electrical assembling and repairing firms, handicrafts production and business firms, leather products (like shoes, bags, parse, etc.) making firms, etc. will get a tremendous speed and the most of the active and educated youths will be engaged in this process.

This project may also be considered as valuable because of its importance in the field of producing the direct output. The table below shows the direct output of BETS in a year basis. About 10,640 (ten thousand six hundred and forty) participants will be able to get training and technical assistance from BETS in a year.

Except this, BETS also going to undertake an extensive skill development training program for its field guides and teachers of non-formal education. This will produce a large number of beneficiaries indirectly fot this project. BETS will offer this training program for other NGOs and GOs also. It may be mentioned here that the targeted fields of skill development training are as below:

a)   Basic Education Training,
b)   Leadership and Management Training,
c)   Health Education Program,
d)   Community Development Training,
e)   Human Rights, Legal and Cultural Education Training,
f)    Skill Development Training for Employees and Group Members of NGOs and GOs and
g)   Training for Teachers of Non-formal Education.

Hence, BETS may summaries its program sections by a flow chart like as below and prove its necessities for our socio-economic context:
